You will have to accept terms with the fact that government work shall always remain to be government work no matter at what level you do it. Governmental task can be performed on the levels of federal, state, and local. However, there are various features that will distinguish the kind of work that can be undertaken a t the abovementioned levels whereby the paramount ones being scope, proximity, nature of job and sovereignty. The abovementioned levels of governance are obligated by the constitution to provide help and support one another, share critical information and harmonize their efforts.
During the devastating times of a disaster such as Katrina, the level of governments tent to come together towards providing disaster assistance. For instance, in the American nation, disaster preparedness is mainly formulated and executed at the aforementioned three levels of government; namely Federal, state, and local levels. A joint work of the governments provides an immediate intervention in times of disaster. The governments work together in formulating disaster preparedness programs which will boost the ability of deploying manpower and resources at the most appropriate time. For instance, during the 9/11 attacks that hit the United States, was a good example that depicted a good interrelation among the governments. It can be of benefit when governments work harmonically to protect “open access resources” like water and air. It is without doubt that these resources are not by any identity hence they are susceptible to pollution. In such cases, the governments in question can team up towards controlling and protecting any sort of pollution to the aforementioned resources.
On the other hand, the federal government may have a feeling of bearing all the responsibilities that pertains the nation in question as a burden or carrying all blames in times of failures. They believe that such failures are ascribed to both the local and state governments. Hence, the federal government would prefer a system where the federal government is only mandated to handle the Large-scale domestic problems. Working together of different governments tends to portray the issue of power struggle. The involved governments tend to exercise their duties during according to the power vested in them during a disaster. This phenomenon leads to poor planning and lack of communication among the involved governments. A good example is when Hurricane Katrina hit the New Orleans.

The judicial philosophy states that judges must at all-time respect the rule of the law and no one including the judges is above the law. If the Supreme Courtjudges measure themselves above the law, then they shall be held accountable for it. In this case the supreme judges should allow judicial philosophy to guide them as it leads to protection of liberty and by this it means that to all American citizens are free to follow his or her own consciences. With judicial philosophy it promotes equality for all under the law and by this it means that no one is above the law in America as a citizen and no one is placed below the law. The powers of Supreme Court should be guided by constitution because some cases can be ruled out in favourism, some decision can be very discriminative in terms of racism, the supreme judges should have age limit as some tend to be too moody when ruling out judgment at a very old age and such final judgments do mislead the courts. Supreme courts power should be limited within the constitution so as to keep away from politics interfering with the Supreme Court’s decisions (Sutton, 2012).
On summarizing the then bush administration went to Afghanistan due to the terrorism attack which happened on September 11th 2001 as it was meant to give closure to the affected families who lost their loved ones on that fateful day.Habeas Corpus and the War on Terror is that the then bush administration should have come up with a better plan of interrogating prisoners captured from Afghanistan who were held in Guantanamo bay though some were actively involved in terrorism in their country, in my opinion they should have rights to lawyers and their cases given a fair hearing and later sentenced according to evidences facing them. It is true that some suspect up to date have never heard even a single hearing for their case. Some have lost their lives due to intense torture they underwent while in Guantanamo bay of which some evidence of torture were shown by some television station. In my opinion, the Supreme Court should have placed accountability on then the president of America Bush plus his entire administration due to the fact that they are the ones who initiated this so called war-on-terror. Now that there is stability in Afghanistan, some prisoners should be deported back to their country to face the charges based on terrorism placed against them (Sutton, 2012).
