NSA METADATA PROGRAM

After the attacks of 9/11/01, the federal government established a controversial program that tracked information associated with virtually every cellular phone in the United States. Edward Snowed revealed the details of this program when he leaked classified information to the press and some reforms were undertaken as a result of this (the information gathered was not kept indefinitely by the government), but the program continued on. It now appears that the NSA may terminate the program.  Regardless of whether or not the program is terminated, the questions around it still remain. Is the program itself constitutional?
